Tim Houston
Chief Operating Officer, Retired U.S. Air Force Colonel
Retired U.S. Air Force Colonel. Former Chief of Operations at the NORAD/USNORTHCOM Joint Operations Center, with direct command experience on multiple Florida hurricane evacuation operations. Direct coordination experience with FEMA and the National Hurricane Center.

Ralph Barbieri
Chief Financial Officer
Twenty-plus years of insurance industry financial operations experience, primarily at Gen Re (Berkshire Hathaway). Former Vice President, Global Finance at Gen Re, with responsibility for U.S. GAAP reporting, Sarbanes-Oxley, global budgeting and forecasting, and auditor relations. Subject-matter expert in complex accounting and financial reporting under FASB and SEC standards. Leads PriorityEvac’s financial operations and audit and control infrastructure.

Project Dynamo serves as PriorityEvac’s operational and crisis-response partner for Activation Events. Project Dynamo specializes in time-pressured evacuation operations, manifest management, on-the-ground coordination in chaotic conditions, and personnel deployment for civilian crisis response.
Hurricane-response mission work includes humanitarian operations in Jamaica and other storm-impacted regions. Project Dynamo, Inc. is a U.S.-based 501(c)(3) not-for-profit organization led by veteran Special Operations leadership, with a global mission of evacuating Americans in need.

The decisive moment in any evacuation is not the storm — it is the decision to commit. Hesitation, waiting on one more forecast cycle, or holding aircraft until the cone narrows are the failure modes that leave families stranded.
PriorityEvac was engineered to remove that hesitation from the equation.
Activation runs on the National Hurricane Center's official Wind Speed Probability Product — the same NOAA data used by FEMA, state Emergency Operations Centers, and U.S. military hurricane-response commands. Thresholds are documented in advance. Operational actions are pre-defined at every phase. When a threshold is met, the program advances, and members are First Out.
