Former Chief of Operations at the NORAD/USNORTHCOM Joint Operations Center, with oversight of 24/7 homeland defense and crisis response across aerospace, maritime, missile, and space domains. As Squadron Commander at Patrick Space Force Base, Florida, led multiple Florida hurricane evacuation operations — directing the safe relocation of aircraft, personnel, and military families ahead of major storms. Direct interagency coordination experience with FEMA, the National Hurricane Center, the National Interagency Fire Center, and the National Guard. More than 4,000 flying hours in airlift, reconnaissance, and rescue aircraft.

Retired Senior Hurricane Specialist and Lead Forecaster with the National Hurricane Center. Eighteen years of NHC forecast authority over tropical, subtropical, and extra-tropical cyclones across the Atlantic and Eastern Pacific basins — with final-decision responsibility on position, intensity, and forecast track of storms in the NHC area of responsibility from West Africa through the Americas to 140° West longitude. Former Aerial Reconnaissance Weather Officer (Captain, USAF) with the 53rd Weather Reconnaissance Squadron — the Hurricane Hunters. More than thirty years of meteorological service with the National Weather Service.

Project Dynamo serves as PriorityEvac’s operational and crisis-response partner for Activation Events. Project Dynamo specializes in time-pressured evacuation operations, manifest management, on-the-ground coordination in chaotic conditions, and personnel deployment for civilian crisis response.

Hurricane-response mission work includes humanitarian operations in Jamaica and other storm-impacted regions. Project Dynamo, Inc. is a U.S.-based 501(c)(3) not-for-profit organization led by veteran Special Operations leadership, with a global mission of evacuating Americans in need.

A portion of every PriorityEvac membership supports Project Dynamo’s humanitarian mission of evacuating Americans in need worldwide when crises occur.

A publicly traded U.S. Part 121 charter operator that operates an Airbus A320-family fleet across the Americas, providing services to the U.S. government, sports teams, and various tour operators and airline.

Since our inception, we have flown to 347 cities in 61 countries. GlobalX Airbus A320-family aircraft are contracted and reserved for the 2026 Coverage Season. Capacity is retained before storm season - not sourced when storms threaten.

The evacuation that works is the one that was finished before it started.

§ 02 · THE TRIGGER PHILOSOPHY

Military operational discipline. Civilian evacuation execution.

The decisive moment in any evacuation is not the storm — it is the decision to commit. Hesitation, waiting on one more forecast cycle, or holding aircraft until the cone narrows are the failure modes that leave families stranded.

PriorityEvac was engineered to remove that hesitation from the equation.

Activation runs on the National Hurricane Center's official Wind Speed Probability Product — the same NOAA data used by FEMA, state Emergency Operations Centers, and U.S. military hurricane-response commands. Thresholds are documented in advance. Operational actions are pre-defined at every phase. When a threshold is met, the program advances, and members are First Out.

Both criteria met: (1) A timing trigger — Hurricane Watch on the Coverage Coast, OR 40%+ TS-force-wind probability at a Coverage Coast airport, OR Earliest Reasonable Arrival Time under 72 hours; AND (2) A severity trigger — the storm is Category 1 or stronger, OR the NHC Forecast Advisory projects Category 2+ within 48 hours.

This structure creates predictability for members, partners, and the operations team during the most critical hours before landfall.

The underlying NHC forecast data is publicly available, which means members can independently verify the same forecast conditions driving PriorityEvac operations in real time.
