Pricing & Membership
Membership is $1,250 per member per year, billed annually. Membership includes access to PriorityEvac's contracted evacuation network for the full Coverage Season (June 1 - November 30), including reserved capacity on designated evacuation aircraft with no per-event activation fees or storm-related surge pricing.
Optional pet accommodations are available for an additional fee, subject to aircraft and carrier requirements. Full pricing details, operational terms, and pet accommodation policies are outlined in the Membership Agreement provided during the application process.
No. The annual membership fee covers the contracted evacuation service in full. There are no per-event activation fees, aircraft repositioning charges, or storm-related surge pricing.
This is one of the fundamental differences between PriorityEvac and on-demand private charter markets, where pricing can increase dramatically and aircraft availability often contracts precisely when evacuation demand peaks.
Airport transportation, lodging, and other onward travel arrangements after arrival in Atlanta remain the responsibility of the member.
PriorityEvac membership is billed annually and payable in full upon enrollment. Payment by credit card, ACH, or wire transfer is accepted.
Membership does not renew automatically unless a member elects auto-renewal during enrollment. Otherwise, members receive a renewal invitation prior to each new Coverage Season.

Eligibility & Geography
Membership is available to individuals and households with a primary or secondary residence located within PriorityEvac's designated Coverage Counties along the Florida East and West Coasts.
The 2026 launch footprint includes a limited number of counties selected based on operational planning and evacuation logistics. Eligibility is confirmed during the application process using the member's residence address.
PriorityEvac's 2026 Coverage Footprint includes 12 Florida counties across both coasts.
Coverage geography is reviewed prior to each hurricane season based on operational planning, evacuation logistics, and aircraft capacity. Households located outside the current Coverage Footprint are not eligible for the 2026 Coverage Season.

PriorityEvac operates through six designated service airports across its East Coast and West Coast Coverage Networks.
Members are assigned a designated departure airport based on residence address during enrollment.

All flights operate to Hartsfield-Jackson Atlanta International Airport (ATL) — outside the hurricane impact zone and the world's busiest passenger hub, chosen for the breadth of onward connections and accommodation options it provides to members.
Atlanta was selected for three reasons. First, it sits outside the primary Florida hurricane impact corridor. Second, Hartsfield-Jackson Atlanta International Airport (ATL) is the world's largest passenger hub, with approximately 1,100 daily departures across 27 airlines reaching 246 destinations, including nonstop service to virtually every major U.S. market. Third, the Atlanta metropolitan area offers substantial lodging capacity, with more than 100,000 hotel rooms across every tier, along with extensive ground transportation infrastructure and accommodation options for members who choose to remain in the area rather than continue onward immediately.
PriorityEvac's operational model is designed to deliver members into a stable major transportation hub where onward travel decisions can be made independently and efficiently following evacuation.
Yes. PriorityEvac membership is built around the covered individual's Florida residence, not the enrolling party's location. Out-of-state family members may enroll and pay on behalf of Florida-resident parents, students, or other relatives. The Florida resident is the covered member; the enrolling family member may serve as the point of contact for billing and renewal.
During a declared activation, an assigned case manager coordinates evacuation logistics directly with the member being evacuated.
§3.0
Operations & Activation
PriorityEvac activation is tied to objective National Hurricane Center (NHC) forecast thresholds — not internal discretion or member request.
Once activation thresholds are met, PriorityEvac advances operationally according to pre-defined protocols established before the season begins.
Pre-Activation (Yellow Status)
Begins when there is a 20% probability of tropical-storm-force winds at a designated service airport on the affected Coverage Coast within 96 hours. During this phase, aircraft begin pre-positioning and members are asked to confirm evacuation intent.
Full Activation (Red Status)
Requires both a timing trigger and a severity trigger.
Timing Trigger (any one of the following)
- • 40% probability of tropical-storm-force winds at a designated service airport
- • National Hurricane Center Hurricane Watch issued for the affected Coverage Coast
- • Earliest Reasonable Arrival Time (ERAT) under 72 hours
Severity Trigger (either of the following)
- • The storm has reached Category 1 hurricane strength or higher
- • The National Hurricane Center Forecast Advisory projects Category 2 hurricane strength within 48 hours
Yes. PriorityEvac's activation framework has been back tested against 22 years of historical hurricane activity affecting Florida's East and West Coasts. Under the Red Activation criteria, the modeled evacuation sequence successfully clears projected member participation demand across the historical record, with most storms maintaining operational capacity headroom.
The activation thresholds, aircraft assumptions, and evacuation sequencing were designed specifically to preserve operational execution before airport conditions, roadway congestion, and regional demand materially deteriorate.

PriorityEvac membership includes up to two Red Activation Events per member during each Coverage Season for storms affecting the member's assigned Coverage Coast.
Historically, Florida hurricane seasons rarely produce more than two major storm threats affecting the same coast during a single season. Following the second covered activation, the member's evacuation benefits for that Coverage Season are considered fulfilled, and membership may be renewed for the following season upon re-enrollment.
PriorityEvac communicates Pre-Activation and Activation notices through multiple channels, including SMS, email, and direct phone outreach to the household's designated Activation Contact during Red Activation status.
Members are not required to monitor news coverage or National Hurricane Center advisories independently in order to determine whether PriorityEvac has activated. Once activation thresholds are met, PriorityEvac initiates direct member communication according to established operational protocols.
During a declared Activation Event, PriorityEvac contacts the household directly by phone, SMS, and email.
Field operations are handled by Project Dynamo, a 501(c)(3) disaster response organization with hurricane evacuation experience. Assigned Dynamo case managers coordinate the evacuation from departure through arrival in Atlanta and remain with the household throughout the event.
The PriorityEvac membership team remains available year-round for enrollment, billing, and member-service inquiries. Dedicated contact information for both operational support and membership services is provided during enrollment.
Evacuations are under the direction of PriorityEvac's Chief Operating Officer Tim Houston (Retired U.S. Air Force Colonel, former Chief of Operations at NORAD/USNORTHCOM). PriorityEvac coordinates with two operational partners during a declared Activation Event. Project Dynamo, a 501(c)(3) veteran-led disaster response organization, handles case management, on-the-ground coordination, manifest management, and personnel deployment — specializing in time-pressured evacuation operations with humanitarian mission work across hurricane-impacted regions. a U.S. Part 121 certificated air carrier operator provides aviation lift, flight coordination, and ground handling for contracted Airbus A320-family evacuation operations.
Aircraft are provided by a U.S. Part 121 certificated air carrier operator. Airbus A320-family aircraft are committed for the Coverage Season before storms threaten, not chartered on demand.
PriorityEvac's activation triggers are objective and binary. Once activation thresholds are met, the program activates operationally and departure slots are assigned regardless of individual member discretion.
Members are not required to evacuate. PriorityEvac's obligation is to make the assigned evacuation slot available — not to compel its use. Members who decline to evacuate are asked to notify their assigned case manager so operational manifests can be updated accordingly.
A declined Activation Event still counts toward the membership's two covered activations for the Coverage Season. For example, a member who declines participation during one Activation Event retains one remaining covered activation for that season.
§4.0
Household & Special Considerations
Yes, under a two-tier structure:
- • In-cabin (under 25 lbs combined with carrier): $125 per pet per Coverage Season
- • Dedicated adjacent seat (25 to 100 lbs): Purchased at the prevailing membership rate
- • Pets over 100 lbs cannot be accommodated due to aircraft safety and capacity constraints.
Service animals
Service animals are accommodated separately under applicable law and aviation operator policies. Pet inclusion is disclosed at enrollment and confirmed on the household manifest; carrier specifications, vaccination, and restraint requirements are detailed in the Pet Services Addendum.
PriorityEvac accommodates members with disclosed medical or mobility considerations. At enrollment, members may disclose any required medical accommodations in writing, supported by documentation signed by a qualified medical practitioner. PriorityEvac reviews each disclosure and confirms the accommodation as part of the member's enrollment.
During an Activation Event, disclosed mobility, accessibility, or medical-support needs are factored into seating and boarding decisions to support safe transport. Members are responsible for updating PriorityEvac on any changes to their medical or mobility status before arriving at the assigned Departure Airport.
PriorityEvac is not a medical transport service. The program operates within the customary capabilities of FAA Part 121 commercial air carriers; needs requiring specialized medical equipment, in-flight medical staff, or stretcher transport are outside program scope and should be coordinated through dedicated medical evacuation providers.
A primary member may enroll additional family members under a single household enrollment, provided they reside at the same primary residence. Standard membership is $1,250 per member per year. Family plans are available for households enrolling multiple members from the same residence — contact the PriorityEvac membership team for household pricing and details. The Membership Agreement covers administrative considerations for household composition.
PriorityEvac eligibility is based on primary or secondary residence in a Coverage County. Households with multiple Florida residences should disclose all relevant addresses at enrollment so PriorityEvac can confirm the appropriate Coverage Coast assignment. Each enrolled member is assigned to one Coverage Coast for the season, with a departure airport based on that assignment. Households with residences on both the East and West Coasts should contact the PriorityEvac membership team to discuss enrollment options for cross-coast coverage.

What To Bring
Adapted from American Red Cross guidance and PriorityEvac's contracted aircraft operating standards. A full pre-departure checklist is provided to members at enrollment and reissued at each Yellow Pre-Activation.
Each member is allotted one personal item, one carry-on bag, and one checked bag, sized to standard airline dimensions. Specific weight limits and check-in procedures are confirmed at activation; check-in occurs at a designated PriorityEvac manifest station at the assigned Florida Departure Airport.
- • Government-issued photo identification for every adult member (the same REAL ID-compliant ID provided at application)
- • Identification for minor members where issued (birth certificate, passport)
- • Copies of insurance cards, critical medical records, and prescription information in a waterproof folder or secure digital copy
- • Cash and credit cards
- • Contact information for family members, doctors, and your Activation Contact
- • A minimum 14-day supply of prescription medications in original child-proof containers
- • A list of current medications, dosages, and prescribing physicians on a small card carried with you
- • Medical equipment and supplies such as CPAP devices, mobility aids, glucose monitors, or other essential devices
- • Backup batteries and chargers for any medical equipment
- • Five to seven days of clothing appropriate for Atlanta in hurricane season (lightweight rain jacket recommended)
- • Toiletries and personal care items
- • A change of shoes appropriate for walking and standing
- • Mobile phone, charger, and a portable backup battery
- • Laptop or tablet if needed for work, with charger
- • Any other essential personal electronics
- • Comfort items, books, or small entertainment for the flight and the stay
- • Formula, diapers, and child-specific supplies for infants and toddlers
- • Documentation for any unaccompanied minors
- • Pet carrier sized to your assigned aircraft tier (in-cabin or dedicated seat, confirmed at enrollment)
- • 14-day supply of pet food and any pet medications
- • Vaccination records, microchip information, and your veterinarian's contact information
- • Leash, harness, and a small comfort item
PriorityEvac handles enrollment, hurricane-season monitoring, Pre-Activation and Activation communications, manifest management, departure coordination, and the contracted evacuation flight from your assigned Florida departure airport to Hartsfield-Jackson Atlanta International (ATL). During a declared activation, an assigned case manager coordinates evacuation logistics with the household throughout the event.
Members are responsible for getting to their assigned departure airport at the assigned check-in window, for personal packing, and for all arrangements from Atlanta — onward flights, ground transportation, lodging, and meals.
§6.0
Insurance, Privacy & Contractual
PriorityEvac maintains a dedicated insurance policy with Dellwood Specialty Insurance Company, an A- rated (AM Best) specialty carrier — a corporate attribute providing cost certainty and financial stability of the program. As such, Members are not insureds or beneficiaries under that policy or any other insurance maintained by PriorityEvac.
The Membership Agreement is provided to applicants who pass preliminary household review, prior to enrollment completion and payment of the membership fee. Questions about specific terms can be addressed by the PriorityEvac membership team before application.
PriorityEvac collects member information — contact details, residence address, household identification, emergency contacts, and any disclosed special considerations — to operate the program: enrollment, eligibility review, activation communications, departure coordination, and service delivery.
Household information is shared with aviation operators, ground services providers, and crisis-response partners only as needed to deliver evacuation services, under contractual confidentiality and data-protection obligations. PriorityEvac retains ownership of member data; operating partners are processors, not owners.
Activation communications — pre-event notifications, alerts, and flight assignments by phone, SMS, and email — are a condition of enrollment. Consent to non-operational communications may be revoked at any time. Full details are set forth in the Membership Agreement and the PriorityEvac Privacy Policy.
All operating partners are contractually bound by confidentiality and data-protection obligations, and information is limited to what is reasonably necessary for each purpose.

PriorityEvac maintains administrative, technical, and physical safeguards designed to protect member information — including residence addresses, household identification, special considerations, and contact details.

- • Audited access logging and role-based access controls that limit who can view or handle member information
- • Defined retention periods for member data, aligned with operational requirements and applicable law

Security incident response
In the event of a security incident affecting member data, PriorityEvac follows defined notification protocols and notifies affected members directly in accordance with applicable law. Upon termination of the member relationship, member data is returned or destroyed at the member’s direction, with no retention rights for operating partners beyond the performance period. Cancellation & Refunds
Cancellation is permitted at any time, but refund eligibility depends on enrollment timing. Memberships enrolled between November 1 and April 30 include a 30-day cancellation window during which a member may cancel and receive a full refund — provided no Activation Event has been declared on the member's Coverage Coast during that period.
Memberships enrolled during hurricane season (May 1 – October 31) are non-cancelable from inception. Members are not insureds, beneficiaries or charterers of any insurance policy or charter agreement maintained by PriorityEvac. Aircraft capacity and corporate insurance supporting the program are committed before the season begins; in-season memberships are not eligible for refund. After the applicable cancellation window expires, the membership fee is non-refundable. Members may terminate the agreement at any time by written notice, but no refund is due thereafter. Full terms are set forth in the Membership Agreement
Notify the PriorityEvac membership team in writing as soon as the move is confirmed. If your new residence is in another Coverage County, your membership continues — your assigned departure airport and Coverage Coast assignment will be updated to reflect the new address. If you move outside the program’s coverage footprint entirely, PriorityEvac will address the membership relationship under the termination and cancellation provisions of the Membership Agreement.

About the Program
The 2026 Coverage Season runs from June 1 through November 30, 2026.
Applications are currently being accepted for the 2026 member waitlist. Formal member onboarding — including application review, Membership Agreement execution, and enrollment completion — begins in July 2026.
Once enrollment is completed and membership is confirmed, coverage remains in effect through the end of the 2026 Coverage Season.
PriorityEvac membership is offered by application and subject to operational capacity limits by Coverage Coast.
Membership capacity is finite and allocated separately between the East Coast and West Coast Coverage Networks. Once a Coverage Coast reaches its seasonal capacity threshold, additional applications are deferred to the following Coverage Season.
Applications are reviewed in the order received, and current capacity availability by Coverage Coast is disclosed during the application process.
